Hoffnungszeichen | Sign of Hope e.V. (SoH) is a humanitarian and development organisation promoting Human Rights, providing Humanitarian Assistance and Development Cooperation in several countries around the world. Based in Constance, Germany, SoH is dedicated to helping those in distress and exploited people worldwide. In Armenia, SoH implements a project funded by the German Federal Foreign Office (GFFO) to support refugees from Arsakh (Nagorno Karabakh) as well as vulnerable host communities in rural border regions through protection services, shelter and winterization activities. Development Principles NGO is a partner organisation to SoH, responsible for protection services in the regions Gegharkunik, Tavush, Syunik.

Within the framework of this project, Development Principles NGO requires services of providing accommodation, food and other requested in this document services a two Summer Camps each of 7days. The project is aimed at providing psychological support and protection services to people from Artsakh, helping them integrate into new communities, as well as uniting teenagers from Artsakh and the regions during the summer camp. At this stage, we organize a procurement process and invite you to submit your best offer, indicating the price, payment terms, and other necessary information for the following services.

Scope of Services

Organization of 7-day summer camps aiming to provide psychosocial support, skill-building, and integration activities for 120 youth aged 12-18, split into two groups of approximately 60 participants each, from local communities and displaced individuals from Artsakh.

The camps will be held consecutively in Syunik and either Tavush or Gegharkunik regions in July/August 2025. Venues must provide accommodation, meals, activity spaces, and safety measures, ensuring a safe and enriching environment for the participants. A one-time service provision contract will be signed with the selected supplier for the specified time frame. 

Please submit your price proposal, separating the technical offer from the financial offer, as per the following requirements:

Technical Offer:

The technical offer should outline your capability to meet the described requirements and include the necessary information:

Venue Description:

  • Capacity to accommodate 80 individuals (60 participants and up to 20 staff) – can be in shared rooms
  • Indoor and outdoor spaces suitable for workshops, sports, and free-time activities.
  • Accessibility for children with disabilities
Meals and Catering:
● Provide three nutritious meals and two snacks daily.
● Include a sample menu.
 
Safety Measures:
● Enclosed grounds or fencing to ensure the safety of youth participants.
● Availability of first-aid kits and access to medical facilities or on-site medical personnel.
● Safety protocols for emergencies occurring in the venue (fire, earthquake etc.)
 
Financial Offer:
The financial offer should provide detailed service charges, including:
● Accommodation costs per day and total
● Catering costs for meals and snacks
 
2. Quotation Requirements
Eligibility criteria:
● Availability to cover the above-mentioned events according to the schedule and deliver services as
mentioned under point 1
● Legal registration certificate
● Experience in hosting similar events.
● Safeguarding and Child Protection Policy in place
 
The quotation should include the following documents:
● Detailed cost breakdown for each service, (including VAT, in AMD), with information on payment terms
(advance, final payment, etc.). At least 2 references (not older than 2 years) to prove previous experience.
● Confirmation of availability for July/August..
● Legal entity registration documents.
● Photographs of the different venue rooms (dormitory, common rooms, kitchen, bathrooms, outside area)
 
3. Submission Deadline
Quotations must be submitted by email to developmentprinciples@yahoo.com, by indicating in the subject line
“Price Offer for Accommodation Services for Summer Camps”, no later than January 10, 2025, 18:00
Armenian time. Attached documents must be in PDF format. Late and incomplete submissions will not be
considered. In case of incomplete offers, DP might request bidders to hand in missing documents by a deadline set
by DP. DP reserves the right to extend the deadline, if necessary.
 
4. Evaluation Criteria
The proposals will be evaluated based on:
● Price: 50% of the evaluation weight.
● Experience: Provide some references of your past experiences, condition of the venue incl. cleanliness
according to the photographs. 50% of the evaluation weight.
